Two traffic laws on unregistered vehicles in Maungdaw

Maungdaw, Arakan State: Recently, Maungdaw traffic police department is implementing two kinds of traffic laws on government issued vehicles without registration – no number plate – to ceasefire groups, said Abu Bakar, a vehicle owner from Maungdaw. In Maungdaw, around 30 government issued vehicles to ceasefire groups without registration, that had been brought to Maungdaw by Rakhine businessmen from Akyab and sold at Maungdaw, Abu Bakar added.

Of them, Rohingya bought 8 vehicles and Rakhine bought the rest 22 through Rakhine brokers.  But, Sub Inspector U Aung Khin Than, the Maungdaw traffic police department head collected Kyat 500,000 per vehicle. The officer only collected money from Zawhir Ahmed and other seven Rohingyas who bought the 8 vehicles excluding Rakhine community who bought 22 vehicles, said Mohamed Nabi from Maungdaw.

“It was happened in last six months and now the traffic police officer stopped plying Rohingya owned unregistered vehicles, but the rest unregistered vehicles owned by Rakhines are able to run their business plying their vehicles on road of Maungdaw.”

The traffic officer must stop all the unregistered vehicles as per law, but now some are stopped and some are running. Are there two kinds of laws for the same type of vehicles? Or the officer only implement the law to Rohingya to extort money again from them, said an elder from Maungdaw who denied to be named.

The unregistered vehicles are issued to ceasefire armed groups by Burmese government to join their peace process program and it was not given registered, no number plate, it can able to run their areas. But, ceasefire armed groups sold their quota of vehicles to brokers that spread to all over the country. Some areas are allowed to run and some areas are blocked to run the vehicles without registration. It depends on the areas’ administration officers, said an officer from Maungdaw, denied to be named.
